The Village of Riverwoods is seeking a qualified contractor to furnish and install native landscaping, including a 3-year maintenance and management contract, for the grounds surrounding the Police Station located at 845 Saunders Road, Riverwoods, IL 60015 and the Village’s electronic ground sign located at the intersection of Saunders Road and Deerfield Road, Riverwoods, Il.
The Village anticipates awarding the contract at the regularly scheduled Board of Trustees meeting to be held on May 6, 2025. The Village will incorporate the bid proposal into its standard form of contract in the form of Exhibit C attached hereto.
PROJECT DESCRIPTION:
The proposed project includes the furnishing and installation of native landscaping, including a 3-year contract for the maintenance and management of such landscaping around the Village's Police Station located at 845 Saunders Road, Riverwoods, IL 60015 and the Village electronic ground sign located at the northeast corner of the intersections of Saunders Road and Deerfield Road, as outlined within the attached Exhibit A.
Installation work is required to be completed, and inspected and approved by the Village Ecologist no later than June 30, 2025. Three (3) years of maintenance and management as outlined in the plan specifications is required of the contractor to establish all native plantings and meet performance standards.
TERMS AND CONDITIONS OF RFP:
The Village reserves the right to amend the RFP or issue amendments to the RFP at any time. The Village also reserves the right to cancel or reissue the RFP, to reject any or all proposals, to waive any irregularities or informalities in the selection process, and to accept or reject any item or combination of items. The Village reserves the right to request clarification of information from any proposer or to request supplemental material deemed necessary to assist in the evaluation of the proposal. The Village reserves the right to enter into any agreement deemed by the Village to be in its best interest. This RFP does not obligate the Village to accept or contract for any expressed or implied services.
In the event that the proposer to whom any services are awarded does not execute a contract within thirty (30) calendar days after Village Board approval, the Village RPF No. 2025-CS-003 Page 2 of 4 April 9, 2025 may give notice to such proposer of intent to award the contract to the next most qualified proposer or to call for new proposals and may proceed to act accordingly. The Village will not reimburse any proposer for any of the costs involved in the preparation and submission of responses to this RFP or in the preparation for and attendance at subsequent interviews.
Proposers shall thoroughly examine and be familiar with these specifications. The failure or omission of any proposer to receive or examine this document shall in no way relieve any proposer of obligations with respect to this proposal or the subsequent contract.
The executed contract may be terminated by the Village in the event the successful bidder:
- Fails to perform its duties in accordance with this RFP;
- Defaults in the payment of any fees;
- Otherwise fails to perform in accordance with this contract;
- Becomes insolvent and/or files for protection under the bankruptcy laws.
The vendor shall be entitled to just and equitable compensation for any satisfactory work completed through the termination date. Under no circumstances will any damages be paid as a result of the termination of this contract. If the Village exercises the right to terminate the contract early, the vendor may be prohibited from submitting future proposals to the Village for a specified period.
If approved, the bidder will be asked to sign a contract with the Village and provide all required insurance information. It is also important to note that the proposed work is not prevailing wage.
PROPOSAL SUBMISSION DATE:
Each proposer must submit the complete proposal package (printed copy of the attached document and a completed copy of Exhibit B - Bidder’s Price Quote Sheet) in a sealed envelope, clearly identified as “PROPOSAL FOR VILLAGE OF RIVERWOODS RFP No. 2025-CS-003” on or before 11:00 a.m., April 25, 2025. Proposers accept all risk of late delivery of mailed proposals regardless of fault. Late submittals will not be opened. Facsimile and other electronically transmitted proposals will not be considered. All proposals and accompanying documentation become the property of the Village and will not be returned.
